Systalex Launches New Intranet Portal for the EPA’s Office of Acquisition Management

February 20, 2007, Rockville, MD – Systalex Corporation, a leading information and IT solutions provider and the 4th ranked Small Technology Business in the DC metro Area as determined by the Washington Business Journal, announced today the successful launch of the initial phase of a new Purchase Card Intranet Website for the U.S. Environmental Protection Agency’s (EPA) Office of Acquisition Management (OAM).  The new site provides significant enhancements, additional flexibility, and greater ease of use than OAM’s legacy system.

The OAM creates contract documents, collects data for reporting purposes and meets the needs of the EPA’s acquisition community throughout the procurement cycle, from Solicitation through Closeout.  The acquisition automated systems are used by all EPA contracting offices and are deployed in twelve locations with a need to expand that system to EPA labs not currently supported by the OAM systems.  The OAM tasked Systalex with developing a new Purchase Card Website for the Purchase Card Program, as the former site developed in Lotus Notes offered limited capabilities which restricted the functionality and value of the tool.

The complete project is comprised of two phases.  During Phase I, Systalex has created the basic structure of the new functionality and replaced the legacy site.  In order to design, develop and implement the Purchase Card Program Web site, Systalex used Open Source software and tools as required by OAM, including Apache HTTP Web Server, MySQL Database, PHP Web Development Scripting Language, Drupal Content Management Framework, Database Application Accessibility, and communications management using email listservs.  The new intranet site allows users to make real-time updates, add changes and announcements affecting the Federal Government Purchase Card Program, and gain access to electronic Purchase Card applications and forms.

“The success of this project epitomizes the type of work in which we pride ourselves,” explains Weipo Liao, Systalex’s President and CEO.  “We’ve been able to greatly improve OAM’s capabilities by delivering a solution that provides web-based content management capabilities, improves the efficiency of the end user and is self-maintained so the OAM can concentrate on fulfilling their business goals, rather than deal with major IT labor costs or long term consultants.”

Phase one of the program, which creates the basic structure of the new functionality and replaces the existing site, has been delivered successfully and under budget.  Phase two of the project, which adds functionality over and above the current web site, is ongoing and is expected to launch later this quarter.
